Image pushing headers down

Text wrapping does not seem to be functioning correctly when I insert an image next to multiple H3 headers. Here is a picture of the problem:
 
The editor is not allowing me to move those H3 headers next to the image. I understand why H2 headers would get pushed down, but H3s should be allowed to wrap around images as they are just subsections under the H2.

Unfortunately there are more cases where it makes sense to have the headers clear the images. I've added an example below. The new editor make it easier to move images up and down the page after you have inserted them. That should help with placement.

Surely the above example could just be created using tables? I think that H3s should be allowed to wrap around an image, otherwise it is limiting in how one can present a Wiki page. In my above example it would be excessive to have three different images for the headers when that one, tall image would encompass the whole text.

@Joe: We're trying to get away from using tables for things like that in wiki pages. I'll see if I can think of a compromise. Maybe an option for headers.

Guys in the end it's better for an article to have just a few images ( aligned right ). The most important part is to have really well written and solid paragraph sections. Images should be picked with care and used sparsely. Not that you guys don't already know that, just saying. I love you.

@ethan: Exactly! ;) That's why I'd prefer to just use that one image (which encompasses all three headers) rather than having to use multiple images for each header. I am very keen on the idea of sparse image use, as the Wiki pages I've written hopefully show. Love you too!
