Is Hair Style & Color the Job of CostumeDesigner or MakeUpArtist?

Is the color and style of a character's hair the job of the Costume Designer or the Make-Up Artist? Just wondering seeing as the Oscars include those categories and I want to understand how exactly they are judged.

Maybe films may have a separate hair person, and they don't get academy awards! My guess hair is closer to the make-up artist's job. I've never heard a costume designer discuss hair, but only their job in terms of fabrics and fittings, etc.

As far as I know, hair is part of make-up.

The costume designer might contribute ideas about the rest of a character's look (I can't find the source, but I think this was the case in Marie Antoinette, where the costume designer also designed some wigs), but overall, everything from the neck up is the make-up artists'. After all, the department is usually referred to as "Hair and Make-up".
