Usually screamed over some telecommunication device followed by a close up of the screamer/scream-ist and a cool chase sequence. Or someone getting blown up.
Some characters just don't get that they need to "Leave the area immediately. It's rather dangerous. You clearly have a death wish. What's the matter with you?" They need to be encouraged with a few simple words that are shorthand for the set of sentences listed earlier. The film is essentially telling the audience the non-Michael Bay equivalent of "Sh*t just got real."
This cliche covers movies that say these exact words. Not a paraphrase. Not something completely different that means the same thing. A character must tell someone at some point to, "GET THE HELL OUTTA THERE!"
