I'm Going to Count to Three

Somebody wants something and they want it by the count of three, there will not be a four. Sometimes it is a countdown. Used in many films to build suspense. Not to be confused with two characters discussing how to count to three.

More often than not, the person doesn't actually reach three. Sometimes the other party gives in/defeats them before they finish, or sometimes they lied and they actually carry out their threat after only counting to one.
