Introduced as the first Batman supporting character back in the day, Commissioner Gordon is a valuable ally to Batman.
Overview:
Originally a beat cop Gordon's instincts and clean cut attitude finds him climbing the ranks of the Gotham police force. As commissioner he allows Batman, who is wanted by the police, to cooperate with them and even installs the iconic Bat Signal so the police can call upon Batman in time of need. Gordon for the longest time was Batman's only partner for a long time.
