A device used to propel a person and through the air. Sometimes guns and other weaponry are attached to it.

As seen in the film Thunderball

 
 The jetpack used in Thunderball is actually the Bell Textron Rocket Belt, so it is safe to assume that the two packs have similar qualities.  

For about twenty seconds the rocket pack can carry an individual to around 60 mph. Although the real world Rocket Belt was extremely hot to the touch after use the jetpack in Thunderball must have had a cooling system provided by Q Branch to make it easier to handle for quick storage under fire.
