There are a few exceptions. One of them is that Nazi iconography can be used in works of fiction.
Inglorious Basterds was released in Germany without any legal trouble, for example (though they did take the swastika off of the poster in that country), and the movie Downfall was filmed and released in Germany, and the whole thing is about Hitler, and features swastikas out the wazoo.
