This animated comedy focuses on the misadventures of Andy French and his brother Kevin, who is forced to move in with Andy when their parents move to Wyoming. Mission Hill was created by Bill Oakley and Josh Weinstein, who were executive producers and showrunners for Seasons 7/8 of The Simpsons.

Bill Oakley and Josh Weinstein got the idea for Mission Hill, then called The Downtowners, while working for The Simpsons when they noticed that there were no notable characters between the ages of 12 and 25, so they wanted to create a show about high schoolers and young adults. They were also influenced by alternative comics that had more realistic stories about people's everyday lives, like the works of Peter Bagge and Dan Clowes, but they later found out about how poorly those comics sold that possibly explained the poor ratings when it debuted. They also noted that the WB wasn't the right fit for them as a network since the executives at the WB seemed to just want an animated show of their own along with the channel's evolution into a network for girls when Dawson's Creek became a big hit the year before Mission Hill started.
 
Mission Hill lasted just for two episodes in 1999 when the WB put the show on hiatus due to its poor ratings. The show came back the following summer with another four episodes before it was outright canceled. The show had a planned 18 episode run, but was cut down to 13 episodes that eventually found a home on the late night Adult Swim network where it gained a cult following during its run for the next few years before it received a DVD release in late 2005.
 
The art style for Mission Hill takes a lot of inspiration from comics with the use of heavy outlines, bright colors, and the way that colors in the backgrounds don't always stay within the lines.
 
The story was always intended to include multiple storylines that would progress through the season, such as Andy's relationship with Gwen and Andy's struggles in trying to become a professional cartoonist. They wanted to have characters age and time progress so that things were not static like The Simpsons, whose characters remain the same age despite the world around them changing dramatically over the years. Bill and Josh had the second season planned out so that Andy would start to make some progress with his cartoonist career near the end of the first season and he would get a breakthrough in the following season. This would lead to Andy becoming a cartoonist on the level of a Matt Groening in later seasons.
