Red Arrow is out to stop an assassination attempt on Lex Luthor by the mysterious villainess Cheshire...
Roy Harper, aka Red Arrow, investigates the Rhelasian peace summit in Taipei, Taiwan. He suspects that a member from the League of Assassins will strike at the unknown neutral arbitrator and calls Aqualad for information on "Cheshire". Aqualad gives Roy the Justice League known information on Cheshire and then offers his backup to Roy. Roy rejects Aqualad's help saying he does not need the junior justice league, to which Aqualad replies "just our computer".
Roy scans the crowd for anyone matching the description that he
was given and locks on a possible suspect. As a limousine pulls up with the arbitrator, the suspect readies a missile launcher and takes aim but is quickly thwarted by one of Roy's Arrow. Cheshire and Roy engage in a brief fight but Cheshire manages to subdue him. As Cheshire pins him down, she is surrounded by the security team and is captured. The mystery arbitrator gets out of the car and reveals himself to be none other than Lex Luthor. Roy questions Lex's involvement at the peace summit and if he really had any good intentions. Roy decides that he will continue to investigate the matter believing that the League of Assassins will not stop so easily...
Back at Mount Justice, Martian Manhunter along with Red Tornado and Aqualad arrives to see off M'gann and Superboy for their first day of school. They discuss the need for normal clothes and names and M'gann announces that she will be Megan Morse. Megan suggests that Superboy use the name Connor as she find that name appealing. Aqualad points out that Connor needs a last name as well, to which J'onn suggests "Kent". Megan believes that J'onn suggested that last name for the late Doctor Fate, Kent Nelson.
In Taiwan, Roy now dressed as Red Arrow interrogates Cheshire in her holding cell. Cheshire toys and mocks Red Arrow asking him where are his sidekick friends and where is his mentor Green Arrow when he needs him. Red Arrow replies that he does not need them, neither of them. Cheshire reaches out and pulls Red Arrow close and asks if he was sure. She moves a little closer as if she was about to kiss him, but quickly ducks before an explosion occurs in her cell. Sportsmaster frees Cheshire and they both make their getaway. Red Arrow pursues them vigorously but the pair of villains manages to allude him. Red Arrow reveals that he managed to place a tracker on them before they got away...
Cheshire and Sportsmaster arrive at an unspecified location and bicker among themselves. They are forced to stop once their leader appear, Ra's al Ghul. As they discuss their plans, Red Arrow watches from afar until Ra's spots him. As Ra's slips back into the shadows, Sportsmaster and Cheshire engage Red Arrow head on.
Meanwhile across the globe, Connor and Megan arrive at their new school at Happy Harbor. Although Megan and her cheerful spirit seems to fit in, Connor struggles to get accustomed to human behavior. Wendy Harris, Marvin White, Karen Beecher, and Mal Duncan all make an appearance as students as well.
Red Arrow is eventually overwhelmed by the two villains and takes a dive into the river and evades them. Red Arrow pulls himself out of the river and contacts someone saying he may be in over his head. Red Arrow goes to see Lex Luthor once more to tell him of what he's learned although Lex seems unphased by the news.
At the peace summit, Lex mediates between the two conflicting parties while Red Arrow stands guard. As a tea hostess pulls her cart closer to Lex, Aqualad appears and reveals that she is Cheshire. Sportsmaster soon appear as her back up and Red Arrow tells Aqualad to get Sportsmaster and that Cheshire is his target.
Megan tryout for a spot on the school cheerleader team. After her audition, some of the girls dump water all over Megan which displeases Connor and he gets angry. Megan quickly stops him telepathically, and it is revealed that Megan did in fact make the team and that the water dumping was just a common ritual to induct new members.
Red Arrow and Aqualad fend of the attackers and with the help of Mercy, are able to diver them completely. After the fight, north and south Rhelasia are able to sign the peace treaty with the guidance of Lex Luthor. Red Arrow and Aqualad discuss the mission and they bring up the possible threat of a mole on the team. Red Arrow then admits that Aqualad and the rest of Young Justice has his complete respect.
Back at Lex Luthor's hotel, Lex revels in the success of the peace treaty and that it was because of him that it happened. As it turns out, Ra's al Ghul and Lex were working together all along...
