I was randomly looking a Samuel L Jackson when I saw "the 51st state" having never heard of it I looked and than remembered the movie but with different name. Actors and plot are all the exact same. Really all you have to say is Samuel L Jackson running around in a kilt selling drugs. So either someone mislabeled this movie or it was released under 2 titles.

It's not misnamed, It was released under both titles. http://www.imdb.com/title/tt0227984/

If it's going to be changed, "The 51st State" should definitely be kept as an alias.
