Michael Bay Re-Using Footage?

So I saw this video over on Gizmodo showing Michael Bay re-using footage from the Island in Transformers 3. Seems pretty genuine and some of the shots really look like they're the same scene with different CGI layered over the top. 
 
What do you think? If it's true it's pretty low, even by Bay's standards. Link to the clip here.
