"Best overall" is a fit question, not only a quality question. Amica wins on satisfaction and Chubb on coverage, and both are labeled for it. The carrier that fits the most American households is the one sold in the most states, through local agents, with the most ways to shape a policy and bundle it. So we weight the page toward fit, and each carrier is scored 1 to 5 on the five criteria below. The weighted total decides the order.

Price is not a standalone criterion. It folds into discounts and bundling, because a headline premium says little about what a household pays once bundles and named discounts are applied. Sample premiums are still shown on every card so you can see them.
